Background of IPPH

The establishment of the Halal Food Institute as the Halal Research Center is one of UPM's proactive steps to place UPM as the leader of the National Agricultural Education Excellence Center. The proposed establishment was submitted to the University Management in 2003 and was approved at the Meeting of the University Management Committee on March 26 and 31, 2003. However, the establishment of the institute was not possible due to the university's financial problems at that time. As such, the Faculty of Food Science and Technology took the initiative to establish a Halal Food Unit in June 2003.

In August 2004, the Halal Food Unit in collaboration with the Islamic Preaching Foundation of Malaysia (YADIM) organized a "Global Halal Hub Development Workshop" in conjunction with the 1st Malaysian International Halal Showcase (MIHAS) 2004. The resolution from the workshop entitled "Global Malaysia Halal Food Development Hub Proposal" was presented to Y.A.B. Prime Minister of Malaysia by Y.Bhg. UPM Vice -Chancellor at the opening of MIHAS 2004 on August 16, 2004. Following the development, the Ministry of Higher Education approved and agreed that UPM be the leader of the National Agriculture Education Center on August 30, 2004. In support of this effort, UPM has proposed the establishment of the Halal Food Institute and has been approved by the Ministry of Higher Education on June 1, 2005. The initiative was implemented to help Malaysia.

Following the change in UPM administration policy, several direction workshops were held to address issues related to the RMK9 as well as strengthen UPM's position as a research university. To enhance research excellence, UPM held a Workshop on May 25 - 27, 2006 and has set eight areas of university research focus and halal products have been placed as one of these areas.

Therefore, on July 1, 2006, after UPM implemented its policy change, the name of the Halal Food Institute (IMH) was changed to the Halal Product Research Institute (IPPH). This change is to expand the scope of IPPH research beyond the scope of food and to put some new scope of research, namely Muslim use and Islamic business. The establishment of the Halal Product Research Institute serves as a one-stop center through a comprehensive, balanced and multifaceted approach to studying all aspects of halal products at the national and global levels.

IPPH intends to be the center of excellence in halal product research, as well as providing professional services to realize the country's aspiration in developing agriculture and making Malaysia a global halal hub.
